An Interpol notice can restrict your travel, freeze your banking relationships, and create extradition risk in any of Interpol’s 196 member countries. Cyprus, as both an EU member state and an Interpol member with active international enforcement cooperation, takes Interpol alerts seriously. Our Interpol lawyers in Cyprus provide specialist advice and representation for individuals and companies facing all types of Interpol notice.

    Types of Interpol Notice

Interpol issues several categories of international notice, each with different legal implications:

    • Red Notice — request to arrest or detain a person pending extradition. The most serious notice and the one most likely to result in travel restrictions and arrest.
    • Diffusion — a less formal alert circulated directly between national bureaus, which can be equally dangerous in practice but is not published on the Interpol website
    • Blue Notice — used to collect information or locate a person. Less serious but can be misused to flag individuals who are not formally accused.
    • Yellow Notice — missing persons alert
    • Black Notice — relates to unidentified human remains
    • Green Notice — warning about individuals considered a criminal threat
    • Orange Notice — warning about dangerous items or events
    • Purple Notice — relating to criminal methods and procedures

Challenging an Interpol Red Notice Through the CCF

The Commission for the Control of Interpol’s Files (CCF) is the independent body responsible for reviewing complaints about Interpol notices. We prepare and submit CCF requests on behalf of clients who believe their Red Notice or Diffusion is politically motivated, factually inaccurate, issued in violation of Interpol’s rules, or otherwise non-compliant.

Interpol’s Constitution prohibits it from undertaking activities of a political, military, religious, or racial character. If a notice is issued by a state using Interpol as a tool to pursue political opponents, business rivals, or individuals for conduct that is not a genuine criminal offence, the CCF can order its deletion.

    Interpol Diffusion Removal

A Diffusion is issued by a member country’s National Central Bureau directly to other NCBs without formal Interpol General Secretariat involvement. Diffusions are not published publicly but are circulated in the I-24/7 secure system and are routinely acted upon at borders. Removing a Diffusion requires different procedural steps from removing a Red Notice, and the legal strategy must be tailored accordingly.

    Preventive Interpol Strategy

The most effective approach to Interpol risk is proactive — identifying the risk before a notice is issued and taking legal steps to prevent it. We advise clients who are aware of criminal investigations in foreign jurisdictions and who need to assess their Interpol exposure before travelling internationally. In appropriate cases, we submit preventive requests to the CCF to block a notice before it is published.

    Frequently Asked Questions

Most Red Notices are not publicly visible — only a small number of cases are published on the Interpol public website. The existence of a notice can be discovered through an official CCF information request, through intelligence from legal counsel in the requesting state, or, unfortunately, through arrest at a border. If you have reason to believe a notice may have been issued — for example, if you know of criminal proceedings in a foreign country — legal advice should be sought before travelling.

The CCF process typically takes between nine months and two years from submission to final decision. The timeline depends on the complexity of the case, the volume of CCF requests, and whether Interpol requests additional information from the issuing country. In urgent cases, interim measures can be requested to suspend the notice pending review.

Yes. A Red Notice can be deleted even where criminal proceedings remain ongoing in the requesting state, if the notice itself does not comply with Interpol’s rules — for example, where the alleged offence is of a political nature, where the notice was issued in violation of due process standards, or where the requesting country has used Interpol to pursue a private dispute disguised as a criminal matter.
